Dog whistles originally come from working with hunting, retrieving, and herding dogs. Dogs don't respond to words, but primarily to sounds.
A dog's hearing is significantly different from that of a human. They can hear frequencies that are barely perceptible to our ears.
With the high-frequency whistle, you can train your dog to come back, for example. Our voice quickly sends confusing signals to the four-legged friend. Additionally, the dog hears voices all day long and therefore doesn't respond as attentively. However, the whistle tone is unmistakably perceived and the command is understood even over longer distances.
